I want to make a game but..

I have this problem with making over-complex things. I have an great idea about an Life simulation/Visual Novel with fun little mini games (Like Diner Dash just shorter).

Example: Your character is going to work. You just don't have to look and wait to see if they had done a great/bad job that day. I want it to be interactive so you can make them have a good/bad day.

But I have no idea what type of flash or gaming program would allow me to do that, So can anybody help with that?
