All the pins (that are unlocked) get moved on EVERY step. Each step, you're pushing the 'key' a little bit further into the lock. So first you only move one pin, then you move two pins, then you move three pins, and so on.
So on the first step, only the rightmost tip of the key is in the lock - so the first pin is pushed up 1 notch. On the second step, the key is pushed a little bit further in, so the second pin is pushed up to 1 notch and the first pin is pushed up to 2 notches.
By the very last step, all the pins will be moving and they will be placed exactly like the key shows, with the furthest-left pin being 5 notches up and the furthest-right pin being 1 notch up.

(If you're having trouble with the cheats, what EXACTLY are you doing? Remember, you don't just hit F10 then type in the number. You have to use the directions from the cheat section. Also, on some keyboards, you may have to adjust your function lock before F10 will work, because some keyboards disable it.)
