How did Rowan get elected?

Don't get me wrong, I like Rowan. But aren't elections sort of based on how well you're liked or how popular you are? Rowan doesn't strike me as the type to be very popular. (I love her for her stalking skills, though.)

If it's anything like the student councils I've experienced, she got elected by default.

I considered that...It just seems odd, I guess. Althea and Mallory are popular; Thais was mentioned to be popular previously and may have had help from her sister; Vonne is said to be at least liked by her peers. Can't quite figure out Rowan, though.

It is implied at various points that Rowan didn't even run; the teachers simply told her she was assigned to work for the Council.
