I cant seem to get married to this guy but i read he is more humourous then Talarist because he likes the squid poem ?

Don't quote me on this. But I think for Talarist's brother, you have to get engaged to Talarist, break it off in a way that snubs him, then try to marry him again. He will brush you off by using the squid poem as ammo, and you shrug it off and marry his brother instead.

Someone correct me if I am wrong on details, though.

Close. Accept Talarist's necklace on week five, tell him you won't marry him on week twelve with a Court Manners score less than 40, don't place Adair with Erwin, and choose to marry Talarist on week thirty-nine. That should do it. (You don't need to let the squid poem get away, but it does add another line to the epilogue.)
