Romance a Commoner?

I followed the guidelines on this page of the wiki - http://longlivethequeen.wikia.com/wiki/Evrard - but in my epilogue, we only stayed lifelong friends, and my "romance a commoner" achievement is unchecked. What did I do wrong?

Marrying Evrard is hard. It can only be pulled off if:

You're a super-good queen that everybody loves, who has no outstanding foreign problems at the end of the game (if there's unrest brewing or potential war with other countries, then a good Elodie doesn't dare destablise Nova by getting involved with a commoner)

or

You're a not-so-great queen that a lot of people dislike, and you made Evrard eat his cookies to prove they weren't poisoned. A devious Elodie can hire Evrard as a poison taster and this may lead to romance.

Maybe I'll give him a go when I try to be mean, then. The only time so far that I've seen no foreign unrest is when I used the Power of Music. OTOH, maybe I can try to get his events on that route....if the wiki is wrong about having to win the naval battle
