I've met so far two separate assassins during the Festival of the Good Lady. One of them I know was sent by Banion and will happen if you execute Brin, but who's the one with the blue eyes? Is it Kevan?

Blue Eyes comes after you if you reveal yourself as a Lumen during the Ixion affair. That means that he's probably in the pay of the usual suspect, but I'm just guessing.
