Vote of No-Confidence

Does anyone know the exact lead up to a vote of no-confidence? I think that I need to give away land, but I still don't' know what other factors are required. Also, does a vote of no-confidence lead to an immediate end to the game?

Can someone help me?

It ends the game if you *lose* the vote, but it's certainly possible to win it.
