Where can I find...?

I'm looking for steel so I can craft a Tank Suit. I tried buying goods from Cole and Dimitri, I tried mining with Dimitri; still no steel. Is there somewhere else I should be looking?

Steel isn't something you mine; steel is something you make from something you mine. You can buy both the components you need from Dimitri.

To guess what you need, either read the wikipedia article on steel or just get iron and charcoal.
