You will need good Mind and Art, and no sin. More detailed instructions below.

Before you start you should have talked to "Al" until there are no more options, then visited the midsummer festival and talked to them again so you can tell them apart.

Now, sing in the choir until Alanna compliments you on your voice, then take Drama classes until she talks to you. This will open up more chat options with her at the frontier. You may need to take Drama again afterwards, but eventually if your Mind is good enough you will get the option to tell her how she can become ruler. If you have any Sin, she'll turn you down.
