Dark Blue haired mystery character?

Who is the dark blue haired character which appeared in the early screenshot https://www.hanakogames.com/CKKss.jpg ?
I have seen him in the dance competition as well. By looking at him I can tell he must have had a part in the early game's story. I would like to know if he has some hidden lines in the game files or what was he supposed to be? Or is he an unfinished version of Robin?

Do you mean Cal? He's still in the game. There's even an ending with him.
